Filtering In Constraints MILPModel

I'm building a MILPModel of a supply chain with continuous decision variable threepl_toller_flow (LB 0). I am attempting to force specific pairs of indices of threepl_toller_flow to be zero. (These index pairs reflect movements between North America and other continents - not allowed here.) The constraints are added to the model but are not satisfied in the output. I've successfully used filtering in constraints in a MILPModel before but not with %in% which( as the qualifier. Any advice is welcome.
