The latest version on LVFS is 23:

The latest version from Dell is 33 (released 2018-04-27):

Sorry, won't be able to get this one quickly resolved like the others. Until it can be resolved, recommend to either use https://github.com/hughsie/fwupd/tree/master/contrib/firmware-packager or fwupdtool with the install-blob argument.
