Correct resource integration tests to treat failures appropriately, not by pretending the resource doens't exist

To date, we have been pretending resources "aren't found" when a failure could very well be occurring. This issue captures the effort to correct this error handling situation and reflect that in the integration tests. Below is an example of this (with the dns resource):
