The structure should be based on all tracked equipment on a particular Disaster Response (DR) resides in the master DB with an associated location field. It should not matter if the equipment is in headquarters or a remote district's site. With this design, a subset of the master DB can be cloned for a district and any sites or any desired combination. As data changes in the partition, it is reconciled when network connectivity is established. The use of a smartphone is viable for small cloned portions of the master DB.

- Provision should also be made for arbitrary queries rather than trying to predict all needed queries.
