The sidekiq job crashes because it can't find this, is an empty file enough?

The sidekiq job crashes because it can't find the
storage.ymlconfig file when loading active storage as a dependency of action mailbox which we use for sending emails. An empty config file is enough to satisfy this, the sidekiq job can start and process applications.
