Allow Components/Flags filtering in Codecov badge settings/url. Similar to the branch dropdown.

Hey @nikosatwork this is actually something we're working on this quarter, here's the engineering item for it: codecov/engineering-team#3222
badges with flags are already supported with a little URL surgery (see example in the issue above).

This issue has gone three weeks without activity. In another week, I will close it.

But! If you comment or otherwise update it, I will reset the clock, and if you remove the label Waiting for: Community, I will leave it alone ... forever!
