Make build a paranoid model (enable soft deletion)

Extracted from #4352 work on #4336

Currently, if a build model is deleted, the deletion is permanent. Although we do not routinely delete builds, such a deletion should by default be a soft deletion, as is the case for other key models.

Acceptance Criteria

• Update build model and database table to support soft deletion consistent with other models
