Bugfix release to remove a bug that prevented the "Export User Settings" command from working properly on Windows XP. Additionally, this release includes more information when exporting user settings fails, to try and diagnose #96.

This release will not be pushed to the software update. Grab it if you have a specific issue when exporting user settings.
