The layout of the data exploration page needs making more usable with phones; either that or a suggestion to rotate your screen should be shown
On desktop the window should be smaller, and not stretch to the extremes of the screen.

Multi-issue commit - to be used for PR

* irr & ygp sliders added for scenario explorer and inter-scenario 
comarison explorer (latter not linked to on site yet)
* Stylesheets made consistent between dash and flask
* Data confirmed as reading correctly - dictionary indices changed to 
ensure this
* Data now read from multiple files - 8 files per country, one for each 
rcp/crop combination.
* Data consolidated, verified, and put on b0113

The following issues are now solved: cemac#37, cemac#36, cemac#35, cemac#32, cemac#31.
