docs: "From zero to hero: Write your first Kubernetes charm" tutorial steps in the wrong order

Please describe the question or issue you're facing with "From zero to hero: Write your first Kubernetes charm - The ops library documentation".

The steps "Set up your development environment" and "Study your application" seem to be in the wrong order. In the tutorial Set up your development environment comes before Study your application, but it points to Study your application as the previous chapter.
