Redo icon and start screen

I had redone both using HVIFs and SVGs, but my HDD crashed and I lost them :(

It's at a recovery service now, hopefully I can get them back and upload them here. If not, I probably can recreate it in half an hour or so.

also, @bvarner -- should this go in 2.1-snapshot or master? How are you managing branches?

You should probably create a branch off master for the icon / splash update....

I've been working really heavily on 2.1-snapshot, which I've reversioned to 3.0-snapshot in the code (just never renamed the branch yet) due to how extensive the gutting and re-implementing has been...

If we can keep smaller changes in short-lived branches off their source branch, it'll be easer to merge around.
