[Feature] Add flag to skip onboarding

Proposed feature

It would be good if you could skip the "onboarding" process as some apps require it not to be completed (thinking of you, Scrutiny!). A simple flag which skips the whole of tasks/configure.yml would probably suffice.

Rationale

For some use cases it's handy to be able to skip that.
