The table of contents (TOC) links do not navigate to the correct sections of the page on both mobile and PC screens. When a user clicks on a TOC link, the page does not scroll to the intended section, leading to confusion and poor user experience.

Steps to Reproduce:

  1. Open the page containing the TOC on either mobile or PC.
  2. Click on any item in the TOC.
  3. Observe that the page does not scroll to the correct section corresponding to the TOC link.

Expected Behavior:
Clicking on a TOC link should smoothly scroll the page to the exact section referenced by the link, providing an intuitive and accurate navigation experience.

Actual Behavior:
The page either scrolls to an incorrect section or does not scroll at all, making it difficult for users to navigate through the content effectively.
