[BUG] Three (non-identical) specs for Oscar

Hi All,

We should probably have a conversation about how (and where) the specs of Oscar are enumerated. As of now, we are violating a fundamental coding principle (i.e., don't-repeat-yourself) by having the specs in three places. Needless to say, the specs aren't all in agreement.

I'm ambivalent about where they live ultimately, but we should have only one source of truth. It would also be nicer if we could use the SLURM API to auto-generate the specs.

GPU nodes 1210-1212 appear both in the GPU and GPU-HE partition. I think a manual list like this is pretty hard to maintain. So +1 for automating
