Use strict semantic versioning

As the project is moved here we have the opportunity to fix the versioning story. We should make an initial release using semantic versioning (http://semver.org/). Not following a good process can cause problems as mentioned in https://github.com/google/rekall/issues/303

I suggest the first release be 1.0.0
