build: Setup trigger for 1.0.0 release

BREAKING CHANGE: None, this is a fix for allowing semantic-release to release 1.0.0.
Normally speaking we should have started with 1.0.0 from the very beginning and published
pre-releases instead of this 0.x.x set of releases.
