No indication for why one cannot comment on a post #129

In this post - http://blogs.perl.org/users/brian_d_foy/2011/06/im-moving-on-from-the-perlfaq.html - there is an indication that it received 0 comments, but I cannot tell why I cannot post my own comment there - there is no commenting form or something that says "Comments were disabled". I am this user: http://blogs.perl.org/users/shlomi_fish/ . There should be some indication for why one cannot comment there.
