Draggable tags in tree to change their order

It's currently very difficult to order tags in the tree (move up and move down aren't reliable and it's very hard move them to where they're in alphabetical order). I think the ideal solution would be tags that have children are ordered first alphabetically, and then all solo tags follow that group and are ordered alphabetically.
