[FEATURE] NDMF コンソールのErrorSeverityにTipレベルがほしい #469

情報を出力するinfoとは別に、[Tips💡]レベルがあると便利かなと
・より適切な設定がある
・新しいバージョンがある
・確認してほしい項目がある

などの場合に、Infoレベルで出力をすると、他で出力されたログや多量の情報に埋もれてしまいがちなため

表示フィルターも必要そうですね・・・

これ、実装する前にデザイン案ほしいけど作ってくれる人いるかな？ 😅
