Update "Sync latest data" button wording

Button currently says "Sync latest data from registration", but it should say "Sync Latest Data from Administration" on Person Responsible for Submitting Report page

Task:

replace the word "registration" with "administration" in the button

Context:

It said Registration because originally that's the module where the information lived but later it got moved to the Administration module.
