Merge bal tools from the central and distribution #40637

Purpose

This PR intends to address the following improvements for bal tool

  • When the same tool is both packed in the distribution and published to the central (same or different versions), bal tool should pick the correct tool looking into both places and seamlessly work.
  • Introduce bal search to search tools available in the central
  • Extend bal help and bal help <tool-name> to contain installed tool details.
