Currently `bal tool pull command does not have a progress bar to indicate the download progress.

Add a progress bar similar to below.

$ bal tool pull openapi
openapi:1.0.2 [dev-central.ballerina.io -> /path/to/central-cache/ballerina/openapi -> ] 100% [=====================================================================================================] 93/93 MB (0:03:24 / 0:00:00) 
openapi:2.2.7 pulled successfully.
openapi:2.2.7 successfully set as the active version.
