添加 Github Action 自动发布指定的 Docker 镜像 #28

当中自动构建 Docker 镜像

axetroy/wsm-frontend:latest
axetroy/wsm-backend:latest

分别为前端/后端镜像，而且为 latest

但是需要发行指定版本的，就需要在 CI 上自动发布，根据 tag 的版本一致
