Why this should be merged
Updates dependencies, originally initiated for implementation of #673 the avago commit of which is still unmerged but there is a substantial enough number of changed interfaces that should be reviewed separately from the logging change.
Marked as do not merge until the subnet-evm and avago commits are merged in.
