publish the wcl on npm

the webstore component library (wcl) package we published from the repo requires a personal access token to be installed. (github requirement) we've been doing this locally, but publishing to vercel causes a security concern.

acceptance criteria

• publish the wcl to npmjs
• remove the github package from https://github.com/scientist-softserv/webstore-component-library
• install the npmjs package in the webstore and confirm the components still load
• remove the NPM_RC env variable from the vercel dashboard and confirm the deploy still works
