rpki-client dependency management improvement, see discussion in #16. This is limited to printing warnings for now and we will need to watch if results improve when all participants are on the latest version.

Max ASN for better encoding/compression

Adds the --max_encode parameter that will discard all the ASNs that are above the provided integer. Limiting the range of possible ASNs in this way makes it possible to use certain compression algorithms that depend on such a limit. The default is set to 33521664.
