Describe the subtask

This issue targets to add model comment update operation support for model alteration. The work should include:

  1. Add ModelChange API interface for comment modification
  2. Implement comment update logic in model catalog and relational database
  3. Add REST endpoint to support comment modification
  4. Add Java client for model comment update
  5. Add Python client for model comment update
  6. Add UT and IT to validate comment alteration functionality
