Bump K8s version to 1.31 in EKS CI script

This change is to fix an issue with K8s version 1.27 on EKS that "spec.hostNetwork" is not supported to work as a Pod list filter. Signed-off-by: Wenying Dong <wenyingd@vmware.com>
