Changing the map DPI displays all layers in legend, even disabled layers

What steps will reproduce the problem?
1. Create a map with several layers that have legends.
2. Disable the legends for one or more layers.
3. Disable some of the layers (i.e. make them not visible)
4. Change the DPI for the map in the map options

What is the expected output? What do you see instead?
I would expect the map and its associated map to change its DPI, instead the 
legend also displays the legend items for all layers, regardless of whether 
they are visible or the legend is disabled for that layer.


What version of the product are you using? On what operating system?
AtlasMapper 1.4.8
