Add support for WMTS to enable binding with NASA worldview services

NASA Worldview's portal contains a wide range of environmental data suitable 
for display with scientific data. This portal 
https://earthdata.nasa.gov/labs/worldview/ contains many useful layers that the 
AtlasMapper should be able to bind with. This service uses a tiled service 
based on WMTS and has a capabilities document at:

https://map1a.vis.earthdata.nasa.gov/wmts-geo/wmts.cgi?REQUEST=GetCapabilities&S
ERVICE=WMTS
