Legend does not appear after loading map from saved map URL

What steps will reproduce the problem?
1. Create a map with layers that have legend items.
2. Use the link tool to create a URL link for the map.
3. Load the link in a new browser window.

What is the expected output? What do you see instead?
I would expect the legend to appear when loading from the map URL, ideally it 
would remember which layers have their legend turned on and the position of the 
legend.

What version of the product are you using? On what operating system?
1.5.1 on Linux
