[dashboard] Make it look cooler #9609

After the dashboard changes, the first thing you see when you login to LORIS is a bunch of filters rather than something impressive like a chart.

There are multiple potential ways this could be resolved

Move the charts to be above the filters so the users see them first
Make the filters side-by-side rather than taking up the whole widget width. This would make them take up less room
Put the filters inside an expandable panel
And many more

The goal is to just make the homepage look cooler -- can also re-organize so that the cool charts are on the first overview page?
