Includes a broad and tentative configuration for the linter rules.
Includes - reordering dependency imports, - removing elifs with early returns, - remove 'r' as open() mode, - add Optional[] where arguments are optional, - return expressions directly, - use list() instead of list comprehension for type conversion, - mark static method as static, - and comments getting tweaked.
