Internet problem, latency not found.

Description

When I launch the game and try to play, I get a menu with all the servers, it checks the delay for some time, and then disappears completely.
At some point, the bug stops.
Several times, when I deleted "E:\Steam\steamapps\common\dota 2 beta\game\bin" and E:\Steam\steamapps\common\dota 2 beta\game\dota\bin bins and launched the game with AmneziaWG enabled, I was able to find and launch a match, when in other cases I can find and accept, but I can't launch it.
After the first game, I turned off AmneziaWG and everything worked without it, but the next day the problem arose again.
I am Russian. I live in my own house in the village.

I have mobile Internet connected via USB.
My provider is Rostelecom.
The problem occurred a week ago.
My Steam nickname is "Just a game".
My Steam login is "Forentkerr".
I checked the connection using the "winmtr" program.
Literally all other Internet hostings load normally. YouTube, other Steam games, any sites in the browser.
