It would be great to simplify the plotting of hurricane wind quadrants as mentioned in this Stack Overflow question. The end result should look something like the red outline in this image:

NHC supplies shapefiles for their forecasted wind radii here, so we can now plot this with PlotGeometry (#1973). The following example from this gist.
