Do we need both of these conditions to trigger testing?

For both the testing and format actions, do we need to trigger on both pushes and PRs? Maybe I could imagine that for format checks, but perhaps this is generating duplicate action executions in PRs? Worth looking into, and an opportunity to learn more about GitHub actions.
