Nick requested we add some QC of the v3 emissions data that runs independently of whether or not we have v2 emissions data.
So far I've added a check for negative values and missing years. Stricter QC is somewhat difficult given the diversity of datasets here. If Hannah or Nick have ideas for further checks, lemme know.
