Using work by @yiqing1021 to include new OHM coefficient calculations.

First testing an "offline" version with hard-coded values to test the conversion from python to fortran.
Followed by introducing variables passed from SUEWS.

  • Update material parameters from fixed values
  • Update meteorological parameters
  • Calculate lambda_c
  • Update materials to be dynamic with layers
  • Put the new parameters into QS
