LMR-6: Update to HOFF version 22 for session timeout update

What?

Update the version of HOFF to 22.1.1.

Why?

To ensure that the timeout warning dialogue component can be used in this service; this will enable us to further our compliancy with WCAG 2.2

How?

• Update version of HOFF to 22.1.1
• Make the accessibility statement a static page
• add exit and session-timeout routes
• Import the session-timeout-warning behaviour
