[Feature Request] Add transparency support to player capes #8

Feature Description

Allow mods that add customizable capes to the player to render transparent textures on the capes.

Context and Inspiration

Suggested by _yuompioka#9238 on discord.

_yuompioka#9238 provided the following mods as examples:
