During my testing of ThePalaceProject/circulation#46 I faced a lot of different issues:

build issues not allowing to install CentOS 7 packages using yum
runtime issue not allowing to load the CM's loan list

This PR contains fixes for all of them.

P.S. Also, you might want to replace the URL placeholders with http://thepalaceproject.org.
