Expected behaviour. Design choice was elaborated in DG. Rationale was to lower the level of confusion when trying to send email responses to contacts.
Email recalling in-real life is a hit-or-miss feature when trying to undo previously sent mails.
Given that these are emails are designed to be sent out quickly and easily to clients, we wanted to reduce the chance of sending similar but wrong emails to clients. If subject was not unique, having the view a whole list of templates with the same headers may not be user-friendly as it would make it hard to differentiate templates as they may be too similar at first glance.
Hence, to further reduce the risk of sending out the wrong type of email, we enforced unique subjects.

Reason for disagreement: Not just a cosmetic bug. If unjustified, could be a big issue as people not being able to use multiple emails with the same subject will be disadvantaged.
No reason why two different templates must have different subjects.
