Validator Feature - Duplicate Exception Value and Discreet Value #18

A param/measurement/discreets/discreet value cannot be the same as a value in param/interprete/exceptions/exception.

When a parameter has an exception and a discreet referencing the same raw value, the result of having both the exception and discreet causes a duplicate selection in the alarm template. When an exception has been assigned to the parameter, there's no need to have a discreet with the same raw value.

If this feature is developed, merged, and released, the assignee will be granted 750 DevOps points.
