I'm running the margin tutorial on localnet and am unable to create a proposal to enable the margin feature on two pools. Followed this tutorial below (see link below). Where/who should I pose this question to? I can provide additional information such as my genesis.json file (it's the default version with the proposals set to 60s) as well as responses from sifnoded when submitting proposals:

When I query for proposals on my localnet, sifnoded is telling me that no proposals exist. I have also requested my friend to test this out and he also is unable to get the proposal through so I don't think this is an isolated event. I suspect that the tutorial is out-of-date.

hey i think that proposals cannot be currently raised by users ( as a temporary block to make sure margin doesn't affect other features)
