Handle Russer that arent going on tour but is assigned to rustour

Find out how to handle russer that aren't going on a tour.
Russer attending campusdays should also be assigned to a rustour.
But they shoud be marked someway.

There should probably be some icon in the tour page, and it should be handled in the mentorteams.add_to_rustour
