This enhancement will port the non-iterative GeocentricToGeodetic algorithm in Proj4/geocent.c to Proj4J

This enhancement branch is in reference to enhancement issue #2. It will investigate the integration of the iterative GeocentricToGeodetic conversion algorithm from The Manual of Photogrammetry, 5th Edition.
