[BUG] Leash not logged

Does not log when you tie/untie an animal with a leash to the fence.
Server pufferfish 1.21.1
Coreprotect: 22.4

How to reproduce:

I put up a fence and tied the fox - there are no logs

Now I untied the fox, removed the fence and put it up again. The logs are only for installing the fence.
