Add nuget packaging for analyzer/generator project

Once all the renames and whatnot are done, this is intended to be packaged for distribution on nuget.

Since I decided to put it under this org instead of SnapsInAZfs (which didn't make sense considering the point was being project-agnostic), there's no nuget org for that.

Yet...

Just an update on the delay:

Entrust requires an organization that wants a regular OV code signing cert must itself be verified to EV standards. That takes a few days, while they confirm with more than one human that we are who we claim to be and do whatever other background checking they want to do.

Judging by past experience with the process, it's probably going to be about a week from now before the code signing cert is issued.

Almost through with the process, it seems.

I'm hopeful it will get wrapped up tomorrow so I can wrap this up and get to other more useful work.

Ha. Well... Verification is complete... But the HSM hasn't arrived yet.... 😒

Waiting for FedEx on pins and needles...
