Upload JOSS paper to ArXiV

ArXiV prefers latex files as its input, but JOSS is done in Markdown, only rendering latex in an intermediate step that is hidden from the user by default.

This joss Issue thread describes some ways to get at the LaTeX source file.

We should run these and then post the paper to ArXiV, mostly for the purpose of advertising and discovery.
