Description
No way to apply VM (or other resource) labels in Sunstone when page is not divided

To Reproduce

• Go to Settings in Sunstone and apply 'Full screen information in datatables'
• Create some Labels in Settings
• Go to Vms and build some VMs
• Click into a VM and try and apply label - no way to (fields do not show up)
• Click the button in the top right hand corner to divide the page
• Select one of the VM rows
• You can now apply Labels
• Click the button again in the top right hand corner to un-divide the window
• Can now no longer apply labels to VMs

Expected behavior
You should always be able to apply VM labels, even if the screen is not divided
